The following objectives of the software development project have been defined:
- The Application is operational including all functionality specified in appendix 2, 3 and 6.
- Existing FSDI services are integrated in the Application.
- Development of a GUI / Usability
- Open questions that will arise during prototype development shall be addressed and possible solutions shall be identified and outlined, respectively. In particular possible solutions for visualization, geo-processing and analysis of geological 3D objects are considered, e.g. RESQML (Reservoir Characterization XML Standard).

The documentation on the public call to tender for the project mentioned can be downloaded from the platform www.simap.ch under: Running procedures, Confederation, Invitations to tender. In order to do so, you first have to register in the above-mentioned project. You will then be able to log in and use the password received by e-mail to download the desired documentation.

The manufacturer of the storage software for 3D block models and 3D surfaces offers an API to its product. For confidentiality reasons, the documentation is not publicly available but may be obtained through the procurement office by the tenderers on request. Companies willing to submit an offer must timely deliver the following documents:
- Duly signed confidentiality agreement (see specification document section 10.1.3 and appendix 5c);
- A certified copy of the current commercial register (not older than 3 months) or a similar official confirmation.
The original copy must be submitted as proof of suitability along with the offer.

Both documents have to be sent by the tenderer with the annotation “WTO project (19052) 570 National Geological Model 3D Visualization– confidential documents” to the contact address given in specification document section 10.1.2.
The confidential components will be released to the bidder via e-mail upon receipt of the verification.
It is in the sole responsibility of the bidder to request these additional documents in the deadline for submitting tenders (see section 1.4).
NDAs submitted to the procurement authority less three business days before the submission deadline will not be considered.

Zulassungsbedingungen

Bietergemeinschaften:

Permitted. If the tenderer is taking part in the procedure as a consortium, a company that will assume leadership (substitution, coordination) must be designated. The tenderer must list all participants, together with their assigned roles.

Eignungskriterien:

All companies with sufficient economic capacity, which meet the following criteria and proof of suitability acc. to paragraph 3.8, are invited to submit a tender in Swiss francs (CHF), US Dollar (USD) or Euro (EUR).

Geforderte Nachweise:

The verification of competences must be submitted absolutely complete and without restriction or modification in writing. If not complete, the tender offer will not be evaluated.

EC1.1
Economic/financial capacity
The tenderer has sufficient economic/financial capacity to be able to fulfil the contract.
Proof of evidence:
Extract from the debt collection register no older than three months when requested by the client. In the case of overseas tenderers, comparable and current official document from the foreign country.
This proof of suitability is to be submitted only upon request after the tender has been submitted and before the contract has been awarded.

EC1.2
a) Compliance with procedural principles
The tenderer confirms that it and the third parties commissioned by it (subcontractors and sub-suppliers) are in compliance with the procedural principles in accordance with the self-declaration form of the Federal Procurement Conference FPC.
b) Additional proof of compliance with equal pay for men and women
In addition to the self-declaration form, tenderers and their first-level subcontractors with over 50 employees each have to provide evidence of how the wage practice was checked.
Proof of evidence:
a) Duly signed self-declaration of the Federal Procurement Conference FPC (Appendix 9).
This proof of suitability (a) is to be submitted by all tenderers as part of the tender.
b) Evidence of compliance with the principle of equal pay for men and women using:
- Self-test Logib (https://www.ebg.admin.ch/ebg/de/home/dienstleistungen/selbsttest-tool--logib.html). The form "Fazit (rtp_fazit)" has to be submitted duly signed.
or
- Controls by government authorities. The corresponding confirmation / certificate must be submitted.
or
- Equal pay analyses by third parties, so long as the standard analysis model of the Confederation (https://www.ebg.admin.ch/ebg/de/home/themen/arbeit/plattform-lohngleichheit/staatliche-kontrollen-im-beschaffungswesen.html) is used.
The Federal Office for Gender Equality maintains a list of businesses and organizations which provide an independent and impartial equal pay analysis with the Confederation's standard analysis model (https://www.ebg.admin.ch/ebg/de/home/themen/arbeit/plattform-lohngleichheit/lohngleichheitsanalysen-durch-dritte.html).
The corresponding letter / certificate must be submitted.
This proof of suitability (b) is to be submitted only upon request within 10 calendar days after the tender has been submitted and before the contract has been awarded.

EC1.3
Legal compliance
The Tenderer confirms all of the following without exception:
a) The company has met all tax and social-security contributions.
b) The company is currently not the subject of a bankruptcy proceeding.
c) The company has not been in the past ten years in breach of any regulatory, tax or other government requirements.
d) The company has not had any court rulings against it.
e) The company is not currently the object of litigation.

EC1.4
Experience
The Tenderer and/or its subsidiaries has specific experience in terms of volume and complexity in projects that are comparable to this tender. He or they proof(s) its/their experience based on 2 successful references not older than 3 years.
References concerning projects for the Federal Administration are only accepted, if the reference persons have permitted to provide information in written.

EC1.5
Capacities
The Tenderer disposes sufficient personal resources in order to fullfil the work and services as described in the tender documents.

EC1.6
Contact person
The Tenderer has a single point of contact (SPOC) who is responsible for the escalation of problems concerning the contract and can make decisions.

EC1.7
Contact / Language skills
The Tenderer confirms that SGS
a) can contact its team during the weekly business hours defined in the maintenance agreement (minimum requirements in specification document chapter 4) through a normal (e.g. non-business, toll-free) telephone number (land line) and
b) speak immediately in English or in one of the business languages defined with a qualified employee on the services being delivered.
c) Additionally, the Tenderer confirms to set up a “Skype for Business account” into operation to be used in any web conference.

Acceptance of Contract Template
The Tenderer confirms acceptance of the contract template (Appendix 7), which denotes an integral part of the present procedure.

Acceptance of General Terms and Conditions

BC01 – Setup and configuration of infrastructure
The Tenderer confirms to set up and configures the infrastructure underlying the Application according to the requirements of this tender, see in particular sections 1, 3 and 4 of the specification document, Appendix 6 "Description of requirements" and the contract.

BC02 – Maintenance of infrastructure during basic contract
The Tenderer confirms to maintain the infrastructure underlying the Application during the duration of the basic contract, according to the requirements of this tender, see in particular sections 1, 3 and 4 of the specification document and the contract.

BC03 – Prototype development
The Tenderer confirms to develop a working prototype of the Application, according to the requirements of this tender, see in particular sections 3 and 4 of the specification document and the contract.

BC04 – Documentation of Application and infrastructure
The Tenderer confirms to provide a written functional and technical documentation of the Application, according to the requirements of this tender, see in particular sections 3 and 4 of the specification document as well as appendix 6 "Description of requirements" and the contract.

BC05 – Maintenance of application during basic contract
The Tenderer confirms to maintain the application during the duration of the basic contract, according to the requirements of this tender, see in particular sections 1, 3 and 4 of the specification document and the contract.

EC2.6
BC06 – GUI development
The Tenderer confirms to develop a Graphical User Interface (GUI) for the functional operation of the Application, by particularly taking into account the user behaviour while moving in the 3D scene (vertical, horizontal movements of the camera, tilting and shifting of the camera). The design and the usability of the GUI must be developed in close collaboration with the requesting office. See in particular sections 1, 3 and 4 of the specification document and the contract.

BC07 – Support infrastructure and application
The Tenderer confirms to provide user support (infrastructure and application), according to the requirements of this tender, see in particular sections 1, 3 and 4 of the specification document and the contract.

EC3.7
Option 07: Maintenance for infrastructure and application during options
The Tenderer confirms to maintain the infrastructure and the application on an annual basis, according to the requirements of this tender, see in particular sections 1, 3 and 4 of the specification document and the contract.
Duration: Six (6) years, service is to called on a yearly basis.

EC3.8
Option 08: Support for infrastructure and application during options
The Tenderer confirms to provide user support (infrastructure and application) for the requesting office, on an annual basis, according to the requirements of this tender, see in particular sections 1, 3 and 4 of the specification document and the contract.

Nachverhandlungen:

Negotiations are reserved. The requesting office will only negotiate prices if special circumstances, such as the clarification or specification of the requirements, so warrant or if it considers the price to be unusual.

Grundsätzliche Anforderungen:

The contracting authority awards public contracts for goods and services provided in Switzerland only to tenderers guaranteeing compliance with workplace health and safety regulations and employee working conditions, as well as equal pay for men and women.
If the place of performance is abroad, the tenderer must guarantee compliance with at least the Core Conventions of the International Labour Organization in accordance with Annex 2a of the PPO.
The self-declaration of the Federal Procurement Conference (FPC), "tenderer's self-declaration concerning compliance with minimum social requirements" is to be signed and enclosed with the tender.

Sonstige Angaben:

Subject to the procurement maturity of the project for the purchase and the availability of the credits.

Successful tenderers agree to adapt their prices accordingly if there is a fall in market prices in the course of the procurement period. The decision as to whether or not prices have fallen will be based on the time of full or partial delivery. The contracting authority reserves the right to issue another call for tender if, in the course of time, the selected tender is no longer the most commercially advantageous one.

The contracting authority reserves the right to have the awarded goods and services provided also to other offices requiring these goods and services in the Federal Administration, as well as to procure the goods and services defined as optional in their entirety, in part or not at all. Please refer to the draft contract in Appendix 7.

Place of usage (operation) execution of the software:
The software will be used by the requesting office, which is a public corporation and part of the Swiss Federal Government. By submitting the tender documents, the tenderer agrees that the place of usage of the software within the Swiss Federal Government may be changed without advance information, e.g. in case of a reorganization. In such cases, the adaptation of relevant documents is reserved.

The public entity is seeking an Open Source solution for the development of the Application. The Application itself uses the cesium JS framework as backbone. Any tenderer proposing an approach on proprietary software will not be admitted to the evaluation.
