Swiss National Library (NL)
The Swiss National Library (NL) is looking for a partner to create metadata from images of German, Italian, French and Romansh-language newspapers from 1798 to 2016. The supplier will be tasked with segmenting to article level the content of e-newspaperarchives.ch in line with the National Library's requirements, in accordance with the METS/ALTO schema. The contents of e-newspaperarchives.ch amount to approx. 3.5 million pages (basic service). The segmentation of approx. 1.5 million pages from current projects will also optionally be put out to tender.
As part of the evaluation process, a PoC will be carried out with the designated award recipient.

Not permitted.
All economically capable companies that meet the following eligibility criteria or proof of eligibility in accordance with section 3.8 are invited to submit a bid in Swiss francs (CHF).
All of the following proof of suitability must be confirmed or enclosed and met in full and without any reservation or modificationtogether with the tender itself; otherwise, the tender will not be considered.
SC01 Economic/financial capacity
The bidder has adequate economic/financial capacity to carry out the work.
Evidence
Extract from the Swiss debt collection register no older than three months at the time it is required by the Purchaser. In the case of bidders based outside Switzerland, an equivalent up-to-date official certificate from the relevant country.
Note: The Contracting Authority will electronically check the extract from the central business names index (www.zefix.ch).

This evidence of suitability should only be submitted if requested, once the bid has been submitted but before the contract is awarded.
SC02 Experience
The bidder has acquired sufficient experience from projects that are comparable with this task in terms of
1. Scope: Segmenting at least one million newspaper pages;
2. Complexity: Segmenting at article level; both references must include segmentation in METS/ALTO.
The bidder must demonstrate this experience using two references from projects completed within the last five years (projects concluded after 01.01.2016; the quantitative requirements in points 1 and 2 must be fulfilled for each reference).
References relating to projects implemented by the bidder for the Swiss Confederation will only be accepted if all the reference contacts listed have given their written consent to provide information.
The National Library reserves the right to check these references.
Evidence
One fully completed reference form (Annex 6) must be submitted for each reference project. The Purchaser reserves the right to contact the specified contact persons. The named contact person must be available (any holiday absences and relevant deputies must be specified).
SC03 Human resources
The bidder has the necessary human resources to fulfil the contract as outlined in the requirements specification.

Written confirmation with clear documentation showing the human resources used for the contract.
SC04 Contact person
The bidder has a contact person (single point of contact, SPOC) who is responsible for escalating contractual problems and is able to make decisions.

Written confirmation stating the name, first name, contact details, job title and deputy of the SPOC.
SC05 Language skills of key staff members
The bidder is prepared to use key members of staff who can communicate in German, French or English (spoken and written) at level B2 and can produce and submit the project results and documentation in German, French or English.

SC06 Replacing employees
The bidder is prepared, where there is a good reason for doing so, to replace employees engaged on the task in the following circumstances:
The Purchaser will assess both the standard of the work carried out by the persons made available by the bidder and how these persons are employed. If it ascertains that their work deviates from the requirements and criteria set out in the requirement specification and annexes, the bidder must provide a suitable explanation. The Purchaser will then decide whether the bidder must, within 14 days, replace the persons in question with other members of its staff who satisfy the requirements.
While the contract is being carried out, other good reasons for replacing employees may occur, including a negative federal government personal security check, resignation, extended leave, accident, illness, etc. In each case the bidder will be responsible for providing a qualified person as a substitute. Commitments by the bidder to other projects do not count as good reasons.

SC08 Acceptance of proof-of-concept agreement (Annex 10)

SC10 Quality management system
Evidence that the bidder and any sub-suppliers have an established internal quality management system that is regularly reviewed. Any quality management systems that comply with ISO (or equivalent) standards should be specified.

SC11 Acceptance of deadlines
In the event of being awarded the contract, the bidder is prepared and able to adhere to the deadlines and deadline-related conditions defined in section 3.4.1 of the requirements specification.

SC12 Quality and security strategy
The bidder will submit a quality and security strategy and must clearly demonstrate the following:
1) that data security will be ensured at all times throughout the duration of the service provision (access to data, fail-safes)
2) that it has sufficient backup systems (redundancy required, duration, central or decentralised storage)
3) that it has sufficient secure storage capacity
4) that the storage locations and media are state-of-the-art
5) that it can use alternative data delivery methods (e.g. for tidying up parts of a batch after the first iteration). Minimum requirement: FTP.

SC13 Acceptance of delivery of hard drives
The bidder acknowledges that the batches containing the raw data will be delivered by post to the bidder on hard drives belonging to the National Library, as will the return deliveries of the segmented data.

The bidder acknowledges that its bid is valid for 365 days from the deadline for the submission of bids.

The above is subject to the proviso that the project has reached the procurement stage and that credit lines are available.
The purchaser reserves the right to have those services for which a contract has been awarded carried out for the benefit of other requesters within the Federal Administration, and also to purchase those services defined as options either in their entirety, partially or not at all.

In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
