Ausschreibung 1019699: Deep drilling (TBO) - Hydraulic Packer Tests

Part of the deep borehole project (TBO project) is the assessment of the barrier properties of the formation Opalinus Clay and its confining geological units, as well as the characterisation of the deep aquifers by means of hydraulic packer tests. The performance of hydraulic packer tests, including their analysis and documentation, is the subject of this tender. The depth of the hydraulic packer tests is expected to range between 30 – 1400 m. Nagra wishes to award two contracts, each for hydraulic packer testing in three successive boreholes. Each contract has the option for extension of hydraulic packer testing in three additional successive boreholes. Most boreholes will be vertical, however, a few inclined boreholes are also possible.
The following work items are requested:
- Provision of hydraulic packer-test equipment
- Performance of hydraulic packer tests
- Groundwater sampling (pumping, downhole sampling)
- Test analysis
- Documentation (reports)

S1. Availability of equipment and personnel.
With the submission of the bid, the bidder confirms that the equipment listed in the present document can be completely and fully functionally installed starting on 14.01.2019, and that the personnel declared in the bid can commence the work. Furthermore, the bidder guarantees that both the personnel and equipment will be fully and unrestrictedly available until the end of the project (provisionally planned for 31.12.2021).
S2. References of personnel
With the submission of the bid, the bidder confirms that the following minimum requirements are fulfilled by the personnel proposed to work on the project:
•Key personnel for packer test performance and analysis (three test engineers; minimum of one person with experience in numerical analysis of hydraulic tests) have experience in at least three comparable projects with pulse tests, slug tests, and pumping tests using packer systems between 400 and 2000 m depth including rock formations with low hydraulic conductivity (K < 1E-11 m/s).
•Key technical personnel (two technicians) for test performance with experience in at least three comparable projects using packer systems between 400 and 2000 m depth.

1. An objection against this call for tender can be made within 10 days from its publication at the Administrative Court of Canton of Aargau, Obere Vorstadt 40, 5001 Aarau. The deadlock of deadlines in accordance to the Swiss civil procedure law does not apply in this case.
2. The objection has to be submitted in written form and should contain a motion and a justification. This includes:
a) the indication on how the Administrative Court should decide
b) and to demonstrate on which grounds this decision should be made
3. An objection which does not comply with the requirements described under Points 1 and 2 will not be taken into consideration.
4. The contested tender should be specified, and all the possible evidence should be described and enclosed whenever possible. The objection has to be signed.
5. The contestant has to assume that a cost risk is associated with any objection: as a general rule, the losing party shall bear the procedural costs and, if applicable, the attor-ney fees of the adverse party.
