The Swiss Embassy (approximately 6’500m2) is centrally located in London and was completed in 1971. The property is in need of complete refurbishment and restructuring. A Swiss design team will have the lead for the design stages up to planning permit application. A local design team in London will be appointed to support the Swiss team and ensure compliance with local regulations and standards. Following the planning application, the local team will assume the design lead for the remainder of the project through completion and handover. The Swiss architects will maintain the design lead throughout. Based on preliminary estimates, the construction costs were calculated at GBP 40 million excl. VAT (excluding fees, ancillary costs, charges, etc.).

If delivered in person to the FOBL's goods acceptance unit at Fellerstrasse 21, 3003 Berne (by the tenderer or a courier): the tender must be submitted no later than the above-mentioned submission deadline during the acceptance unit's opening hours (08:00-12:00 and 13:00-16:00) in order for a confirmation of receipt to be issued by the FOBL.
b)
When submitting by post: the date used to determine the timeliness of submission is the postmark date or trackable barcode issued by a Swiss post office or a state-recognised postal operator in another country (corporate postmarks are not accepted as official postmarks). In the case of dispatch using WebStamp franking, the burden of proof for timely submission lies with the tenderer.
c)
When submitting the tender to a Swiss diplomatic or consular mission abroad: tenderers based in another country may also submit their tender, before the above submission deadline and during opening hours, to a Swiss diplomatic or consular mission in their own country; confirmation of receipt will be issued by the mission. All companies with sufficient commercial and technical capacity that meet the following eligibility criteria are invited to submit a offer in Great British Pound (GBP).

Geforderte Nachweise:

All of the following proof of suitability must be confirmed or enclosed and met in full and without any reservation or modificationtogether with the tender itself; otherwise, the tender will not be considered.

EC 1 Specialist and technical capacity:
EC 1.1 Tenderer’s reference:
One reference project of the bidder in relation to Mechanical Electrical and Public Health Engineering and one reference project of the bidder or subcontractor in relation to Building physics of comparable context or complexity to the intended task (in particular with regard to conservation/renovation, urban setting, use of a building) in the last approx. 10 years. It is also possible to provide one reference project only which covers everything (Mechanical, Electrical, Public Health Engineering and Building physics).

EC 1.2 Reference Key Person:
One reference project of the key person of comparable context or complexity in relation to Mechanical, Electrical and Public Health Engineering and one reference project of the key person in relation to Building physics (in particular with regard to conservation/renovation, urban setting, use of a building) in the last approx. 10 years. The reference regarding Building physics may be a project from the subcontractor. It is also possible to provide one reference project only which covers everything (Mechanical, Electrical, Public Health Engineering and Building physics). It is also possible to provide a reference project in which the key person played a significant role at a previous employer or which is already listed as a reference project for the bidder.

EC 1.1 (form 3) and EC 1.2 (form 4) will be used to evaluate Award Criteria AC 2.
The contracting authority reserves the right to contact the referees specified in Form 3 and Form 4 in order to verify the details of the references provided and to collect evaluations.

EC 1.3 Sufficient and suitable human resources:
The tenderer shall have sufficient and suitable human resources (at least 500% full time employees) to provide the services on schedule. Evidence is to be provided using Form 2.

EC 2 Economic and financial capacity:
Tenderer Evidence to be provided by the tenderer following submission of the tender and prior to the award:
– Current extract from the commercial register or, in the cases of overseas tenderers, comparable and current official document from the foreign country (original or copy, no older than three months) when requested by the contracting authority.
– Current extract from the debt collection register (original or copy, no older than three months at the time of the request by the contracting authority). In the case of overseas tenderers, comparable and current official document from the foreign country.
– Valid proof of insurance or declaration of intent from the intended insurance company to provide professional indemnity insurance to the company upon contract conclusion.

The contracting authority reserves the right to request further supporting documentation following tender submission:
– Form 9 'Proof of compliance with the participation conditions' must be submitted with the submission.

Grundsätzliche Anforderungen:

According to Art. 12 of the PPA. The relevant self-declaration in Form 1 (tender form) of the tender must be signed and submitted.

Sonstige Angaben:

1. There is no compensation for the preparation and submission of tenders.
2. The procedure is subject to the procurement maturity of the project and the availability of credit.
3. Type of fee: Lump sum fee.
Details concerning the fee are to be provided in Form 7.
Mechanical Electrical and Public Health Engineering including Building Physics fees will be authorized in phases/stages.
The contracting authority may terminate the contract at the conclusion of any phase without penalty.
4. Adjustments for inflation are possible in 2-year intervals from the date of contract. The method of calculation is according to Enclosure 6: Contract Template.
5. The contracting authority and the tenderer must keep confidential all information which is not generally known or in the public domain.
6. The awarding office reserves the right to perform a plausibility check on the bids submitted by the tenderer.

Rechtsmittelbelehrung:

In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
