After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids. The offer of the winning bidder convinced above all regarding:
- AC 1: Proposed organization and structure is adequate. Responsibilities of HO, field office, and experts are explained well. Offer strong synergies within Governance areas. Strong Organizational and Process Manual.
- AC 2: Good understanding of context. In-depth analysis of the VET system in Uzbekistan is given. Clear understanding of different actors and first mapping done. The risks are well explained and mitigation measures are identified.
- AC 3: Clear agenda and implementation, well explained planned interventions per outcomes. Well balanced approach of Swiss and international expertise combined with locally grounded field office (consisting of Uzbek experts with relevant experience).
