To investigate the suitability of subsurface conditions for safely hosting a deep geological repository for radioactive waste in Switzerland, Nagra performs geological investigations within the framework of the deep boreholes Tiefbohrungen (TBO) project. An important aspect of these investigations includes the determination of rock mechanical properties of the drilled formations. The execution and documentation of rock mechanical laboratory testing of core material from the TBO boreholes is the subject of this tender. The aim of the rock mechanical tests is to quantify mechanical properties of the drilled formations by characterization of in-situ properties and stress conditions. Three classes of tests are to be performed: unconfined compressive strength tests; Brazilian tensile strength tests; triaxial compression tests (including concurrent measurements of acoustic velocities). It is planned to award a contract to two bidders for a given minimum number of tests per test class.

1. An objection against this call for tender can be made within 10 days from its publication at the Administrative Court of Canton of Aargau, Obere Vorstadt 40, 5001 Aarau. The standstill of deadlines in accordance to the Swiss civil procedure law does not apply in this case.
2. The objection has to be submitted in written form and should contain a motion and a justification. This includes:
a) the indication on how the Administrative Court should decide
b) and to demonstrate on which grounds this decision should be made
3. An objection which does not comply with the requirements described under Points 1 and 2 will not be taken into consideration.
4. The contested tender should be specified, and all the possible evidence should be described and enclosed whenever possible. The objection has to be signed.
5. The contestant has to assume that a cost risk is associated with any objection: as a general rule, the losing party shall bear the procedural costs and, if applicable, the attorney fees of the adverse party.
