The operational management of the TA Fund (incl. administrative and financial aspects) will be under the responsibility of a TA Fund Manager that will be the main counterpart of SECO. The TA Fund Manager will be chosen through an international open tender process organized by SECO. The TA Fund Manager will work in close coordination with the beneficiaries (MVCS, OTASS and SUNASS). More specifically the TA Fund Manager will be in charge of:
a) overall TA Fund management and implementationat operational level;
b) expert selection and contracting;
c) tender processes (for initiatives financed by TA Fund);
d) monitoring of TA Fund implementation (based on the inputs of the beneficiaries but also through regular field visits);
e) financial management (including tax issues);
f) budgeting, payments and logistics;
g) provide recommendations on specific project proposals;
h) results dissemination and outreach;
i) backstopping support to SECO
j) Technical assistance to beneficiaries and SECO
