As part of the reorganization of the various services of the Swiss Embassy in Cairo on a single site, the existing historical buildings in the Garden City property have to be altered and rehabilitated in order to enhance a remarkable heritage and create flexible and quality working and reception spaces. The project involves the complete rehabilitation and earthquake-proof reinforcement of the main building and one of its annexes. In order to plan and coordinate the execution of the construction works, FOBL launches a call for tender to find a General Planner, which masters the following areas of expertise:

Zulassungsbedingungen

Bietergemeinschaften:

Allowed. If the bidder participates in the procedure as a member of a consortium of bidders, a partner who will assume leadership (substitution, coordination) must be designated. The tenderer has to indicate on forms 1.1 to 1.5 of the tender form all members of the collective involved, with their respective roles (function/ responsibility).

Eignungskriterien:

All companies with sufficient economic and technical capacity that additionally provide the following proof of suitability (section 3.8) are invited to submit a tender in CHF.

Geforderte Nachweise:

The following supporting documents relating to technical capacity must, with the exception of the one mentioned under point CQ2 economic and financial capacity, be submitted with the tender, failing which the latter will not be taken into consideration.

QC1 Technical capacity:
- QC1.1: Company reference of the general planner (architect project pilote) relating to the execution of 1 project comparable to the planned mandate (in particular from the point of view of rehabilitation and retrofitting of existing buildings) for an approximate an amount of works of at least 3 million francs and carried out over the last 10 years or so. To be indicated on Form 3 in the tender. The company reference is also taken into account when assessing the Awarding Criteria AC3.

- QC1.2: Proof that the company has sufficient staff resources to ensure that the construction project can be completed on time. To be provided using Forms 1.1 to 1.5 in the tender.

- QC1.3: Signed declaration by which the tenderer undertakes, in the event of being awarded the contract, to fully apply the CAD data guidelines decreed by FOBL and to provide FOBL, at the end of the work, with the data and documents in the required quality. Declaration made by signing Form 2 in the tender.

- QC1.4: The tenderer shall undertake to submit the security declarations regarding any partners involved in the execution of the mandates required under the legal provisions on the protection of secrecy (see the page of internet http://www.vbs.admin.ch/internet/vbs/fr/home/themen/sicherheit/industriesicherheit.html). Declaration made by signing Form 2.1 in the tender.

QC2 Economic and financial capacity:
- QC2.1 Substantiation to be provided by the tenderer at the procuring entity's request following submission of the tender and prior to the award:
- Authenticated and current excerpt of the debt-enforcement registry, which may not be older than three months.
- Valid insurance certificates or document in which the intended insurance company declares its intention to conclude a professional liability insurance with the tenderer/community of tenderers in the event that the latter/s is/are awarded the contract.

Nachverhandlungen:

Remain reserved. The Client does not organize a specific price-reduction round table. Only if particular circumstances such as a clarification or concretization of requirements so require and if the successful tenderer expressly accepts, on an exceptional basis, any negotiations at the time of the call for tenders, shall the tenderers have the possibility to adjust their price. In particular, the Client reserves the right to request additional fixed or global tenders during subsequent negotiations.

Grundsätzliche Anforderungen:

The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.
If work is performed abroad, the tenderer undertakes to comply with the fundamental conventions of the International Labour Organization (ILO) in accordance with Appendix 2a to the PPO.

Sonstige Angaben:

1. The acquisition is subject to the maturity of the project and the availability of the credits.

2. Site Visit: No site visit planned.

3. Multiple participations of the members: specialized planners are permitted to offer their services to more than one tenderer participating in this call for tenders, with the exception of the head of the project, i.e. the architect, and the civil engineer, with the competent legal entity governing.

4. Pre-involvement: the FOBL commissioned the office of Hartenbach&Wenger in Berne to carry out a study on the condition of the existing structure, as well as on the anti-seismic measures to be considered to meet current safety requirements. Insofar as the study is published and is included in the appendices to this invitation to tender, its authors, H&W, engineers in Berne, are entitled to participate in the tender procedure.
- In 2016, the office EPIQR Rénovation Sàrl, Lausanne, published its analysis reports concerning the existing state of the buildings of the Garden City site, as well as recommendations for their refurbishment. Insofar as the reports are published and are included in the appendices to this invitation to tender, its authors, EPIQR Rénovation Sàrl, Lausanne, are entitled to participate in the tender procedure.

5. Starting from phase 31 (Preliminary project), the official language of the project will be English.

6. Instructions by the Client: This call for tenders covers 100% of the Gereral Planner (GP) services to be rendered. However, in order to ensure that all local constraints and regulations are taken into account, part of the services will be entrusted to local planners (architect, engineers, PM), in particular in regard to, the contact with the Cairo authorities, the steps linked to the building permit procedure, the drafting of tender documents in accordance with Egyptian criteria, the coordination with construction companies, as well as the task of construction management. The General Planner, with the support of the Client, will also be in charge, as soon as the preliminary design phase (31), to seek for local partners who will assist him in the planning and implementation of his mandate.
Two scenarios can be considered: either the local planners act as subcontractors of the GP and their services are included in the GP contract; or the Client, in agreement with the GP, decides to split the contract in two by distinguishing the services of the GP from those of the local planners.
In both cases, the exact division of services between the General Planner and local planners has yet to be defined but should represent at least 58% for the GP, project pilot, responsible for the general direction of the project for all phases (SIA 31-53).
