Ausgleichsfonds AHV/IV/EO
With the objective of the developing and renewing of the IT infrastructure, the board of Directors of the Ausgleichsfonds AHV/IV/EO (hereinafter the Fonds) has decided to initiate a project consisting in the review and renewal of its infrastructure named “IT Technical Refresh 2017” (hereinafter: the Project). The implementation of the Project will be assigned to an external provider. Within this framework, the Fonds are looking for an external provider who has the necessary technical skills to replace the infrastructure as well as the platforms used by the Fonds. The Project management for the implementation and deployment of the Infrastructure (servers, network, systems) as well as the transfer of the database, are an integral part of the services contained in the objectives of the present public procurement. The operation of the new infrastructures will be provided by “Managed services” performed by the actual provider.

CA1 :
Economic and financial capacity
The bidder has the economic and financial capacities required to perform the project.
CA2:
Human resources
The bidder has the necessary personnel to perform the duties described in the technical specifications.
CA3:
Contact person
The bidder has a single contact person (SPOC), who is competent in case of an escalation of problems linked to the market and who is able to take decisions.
CA4
Replacement of staff
The bidder is willing to replace the staff he is providing if important reasons justify it.
The procuring authority evaluates the duties and the engagement of the staff the bidder makes available. If they do not satisfy the needs indicated in the specifications and its appendices, the bidder has to take position. The procuring authority will then decide if it will require the bidder to replace within 15 days the concerned employee by an employee who fulfil the requirements.
During the performance of the mandate, other facts which can constitute rightful motives for replacement of staff can occur (termination of the contract, long term leave, accident, illness, etc.). In any case, the bidder has to replace the concerned employee by a person possessing equivalent qualifications. The bidder’s commitment in other projects is not considered to be a rightful motive.

a)Compliances with procedure
The bidder confirms that he and his sub-contractors comply with the principles mentioned in the form “Declaration by the supplier” from the Swiss Federal Procurement Conference.
b)Requirement of equal pay for men and women
Bidders who employ more than 50 employees and their first-level subcontractors with over 50 employees have each to sign the “Declaration by the supplier” and additionally provide evidence that their wage practice has been verified.

These General terms and conditions apply to the present public procurement.
CA7 Acceptance of the framework contract draft
The bidder accepts without reservation the draft of the contract contained in appendix 19 of the present specifications.
CA8 Social and tax integrity of the supplier
The bidder confirms its social and tax integrity by including the following elements in its offer
Confirmation evidencing that the staff is covered for social insurances AVS; AI; AC; APG; LAMAL according to the legislation and that is up to date with the payment of the premiums (caisses de compensation).
Confirmation evidencing that the staff is covered for insurances LPP (Loi fédérale sur la prévoyance professionnelle vieillesse, survivants et invalidité) and is insured in accordance with the legislation at the bidder’s place of incorporation and that it is up to date with the payment of its social contributions (LPP institution or trade unions).
Confirmation evidencing that the staff is covered for all social insurances (Loi fédérale sur l’assurance-accident LAA) and is insured according to the legislation at the bidder’s place of incorporation and that he is up to date with the payment of the social security contributions (SUVA).
Confirmation of the company’s credit worthiness.
