The procurement of external IT services is currently only partially automated at Post CH Ltd. The relevant system support for the end-to-end process is subject to media discontinuity.

In the recruitment process of external IT staff on a contract basis, compliance with various legal requirements (such as a contract staff licence, the Swiss Old Age and Survivors’ Insurance (AHV) certificate) as well as internal directives (such as a criminal records extract, debt collection register information, confidentiality agreement) must be ensured. Before starting work, external staff must also provide additional documents such as a CV and passport photo.
To this day, these processes are partly carried out manually or via systems that are only partially interconnected.

In the course of the «Re-tendering of Vendor Management System» tender, Post CH Ltd will evaluate suitable providers, who, under the best possible economic conditions, meet the requirements of Post CH Ltd in accordance with the detailed requirements catalogue in the DecisionAdvisor tendering tool.
The procurement will seek to achieve the following objectives:
• Optimize and accelerate the IT services procurement process in terms of process and system technology for all those involved.
• Ensure and document compliance with directives when procuring IT services via support systems.

Process the entire approval, ordering and invoice verification process for external IT services via the newly acquired system.

The subject of the procurement is a SaaS (Software as a Service) solution.
The solution is to be used as a standard application, in other words, it is to include the characteristics specified by Post CH Ltd in the requirements catalogue and already be in use in a similar form by other customers.

Subject to negotiations. Negotiations will be conducted in English or German.

Grundsätzliche Anforderungen:

The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.

Sonstige Angaben:

Based on the outcome of the assessment during the detailed evaluation of all providers who are still in contention for the award, Post CH Ltd will arrange presentations of the offers submitted and proposed solutions.
The expenses incurred in participating in the presentation will not be compensated.

The presentation will take place on the premises of Post CH Ltd in Berne and will essentially include the following (this list is not exhaustive):
•Presentation of the offer submitted by the provider (1 hour approx.)
•Presentation of the solution tendered by the provider (1-2 hours approx.)
•Live demonstration of the solution being tendered based on scenarios provided by Post CH Ltd (2 hours approx.). The scenarios will be made available to the providers when they are invited to the presentation. This will make it possible to verify compliance with the selected mandatory criteria in accordance with the requirements catalogue, as well as the extent of compliance with the award criteria.
•Questions from Post CH Ltd (1 hour approx.)

The provider must ensure that the necessary personnel and the solution being tendered for the presentation are made available on the defined date specified under section 8 on basic evaluation dates in the tender specifications.

Notes:
After the product presentation, Post CH Ltd reserves the right to adjust the evaluation of the award criteria if deviations from the answers in the requirements catalogue are noticed. The providers acknowledge that the overall evaluation may change as a result of this. If it comes to light during the presentation (including the live demonstration) that a mandatory requirement is not met, the offer in question will no longer be considered in the next stages of the procedure.

Visiting reference projects
Post CH Ltd reserves the right to verify references given and to inspect reference projects completed by the provider. Where required, it is the provider’s responsibility to ensure that Post CH Ltd can carry out such inspections promptly without incurring any subsequent costs, with the exception of possible travel expenses. Post CH Ltd reserves the right to adjust its evaluation after visiting reference projects.

Negotiations
Post CH Ltd reserves the right to negotiate the offers. Only the providers whose offers have a real chance of being awarded a contract after the presentation of the offer (due to their score in the evaluation before negotiations), will be invited to the final negotiations. Swiss Post therefore expressly urges providers to submit their best offer from the very start. Only offers that have been negotiated are included in the final evaluation and ranking for the contract award. Accordingly, during the final evaluation of the award criterion “Economic viability (prices)”, the offer awarded the maximum number of points is the offer which, at the end of negotiations, has the lowest price for the service in question compared with all other negotiated offers.

The preferred language of the project and negotiations is German, but English will also be accepted. The tender and all important annexes must be submitted in either German or English. Suppliers submitting important documents in a different language may be excluded from the selection process.

The provider may not claim any compensation for the preparation of the tender.

The provider shall be required to answer questions from Post CH Ltd on specifications in the DecisionAdvisor online evaluation tool. Instructions on how to request access (username and password) to the DecisionAdvisor online tool can be found in Annex 7, which is published on simap.ch

Duty of confidentiality: All documents must be treated as strictly confidential. The documents may neither be copied nor disclosed to third parties in any form. Should it be necessary to disclose the documents to third parties for the purpose of submitting an offer, this strict duty of confidentiality must also be imposed on these third parties. In addition, the provider, its employees, and any sub-contractors/sub-suppliers, are required to maintain absolute silence about any information and facts they become aware of in the course of the present procurement process. This shall apply during the tender period and any contract period as well as after the completion of the respective contract.

Return of the tender documents: Should a company decide not to submit an offer, or should a contract not be concluded, all tender documentation of Post CH Ltd must be destroyed.

Post CH Ltd intends to enter into a 4-year contract with the successful provider, with an option for two renewals, each of a maximum of 12 months.

The appeal petition must be submitted in duplicate and must contain the application, the grounds of appeal with details of the evidence and the signature of the appellant or his agent; a copy of the present publication and documents cited as evidence must be attached, provided they are in the appellant’s possession.
