SBB is looking for a comprehensive, integrated solution for monitoring, analysing and optimising its data network and associated services that enables proactive maintenance, is highly user-friendly and also supports efficient decision-making in the event of a fault. The solution compares service performance based on geographically distributed raw data. The solution also automatically recognises enabler and sub-applications based on specific network data traces and offers user-friendly interactive graphical analyses. The aim is to collect and visualise application and network data in order to identify patterns and deviations and make them available in dashboards. SBB would like to procure a Cockpit data network, including hardware, installation, software, service development, maintenance and support.

The postmark or barcode receipt from a Swiss post office or, in the case of foreign bidders, the receipt from a Swiss diplomatic or consular representation is decisive for the timely submission of the application to participate.

When submitting the participation application to a Swiss diplomatic or consular representation abroad, the provider is obliged to notify SBB by e-mail (einkauf.telecom@sbb.ch) of the confirmation of receipt from the relevant representation by the deadline for submission of the participation application at the latest.

If delivery is made by a private courier service, this is deemed to be personal delivery and the application for participation must be handed in at the latest by the deadline of 5.30 pm at the reception desk at Hilfikerstrasse 1 in Bern. Reception opening hours: 07.00 - 17.30 (please ask for confirmation of receipt)

When the application for participation is handed over to the private courier service, the tracking number must be reported to SBB by e-mail (einkauf.telecom@sbb.ch).
Company postmarks do not count as official post office postmarks.

Grundsätzliche Anforderungen:

The contractor shall award this contract only to bidders who comply with the conditions stipulated in the tender documents and the legislation, in particular occupational health and safety regulations, rules on working conditions, equal pay regulations, as well as environmental law, competition law and anti-corruption provisions.

Rechtsmittelbelehrung:

In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included.
The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
