For each lot put to tender, a partner should initially set up a software development and/or application support team with a total capacity of 10 FTE (full-time equivalents). The team should be gradually expanded and should have all of the competencies required to develop and support individual or standard software for Post CH Ltd (e.g. Scrum Master, ICT Architect, Application Developer, etc.). The team will be given IT service contracts (work orders or work contracts) as required.

For reasons of efficiency, Post CH Ltd is limiting the number of invitees to tender to seven applicants per lot.

Post CH Ltd will award a maximum of three contracts per lot, with the services obtained primarily from the winner.

  • Lot 1 relates to SAP technology and the aim is to procure software development and application support services that require a high degree of interaction with the existing teams at Post CH Ltd. The delivery, service, work and support times are based on the working hours of Swiss Post employees in Switzerland. The application support services require close cooperation between employees of Post CH Ltd and SAP 3rd level support. The software development and application support services in the SAP environment place high demands on the provider with regard to data protection and information security, as they involve working with productive data and on productive systems. On-site availability at Swiss Post headquarters in Berne is expected within 36 hours (Monday to Friday). Owing to the high level of interaction, greater demands will also be placed on the partner team in terms of their knowledge of German. The Key Role Technical Leader, Scrum Master, Lead Dev/Architect and Business Analyst and the employees in application support must meet the language requirements. These requirements are typically met by companies that operate in nearshore areas, guarantee a level of data protection and information security corresponding to that of Switzerland and can prove they have relevant experience in collaborating with comparable European customers with comparable language requirements, services and structures. 3: Time-delayed Java and .net software development

  • Lot 3 relates to Java and .net technologies and the aim is to procure software development services that need to be performed outside of the usual working hours in Switzerland (at least +/- 5 hours’ time difference to Swiss time (GMT + 1)). This should extend the development day. The aim and purpose is to benefit from a longer working day for time-critical projects. The development work would be handed over in each instance. This will also help to achieve better software standardization (= quality), because several teams will be able to work on precisely the same code base. This procedure will also ensure that, for example, any errors found by the partner’s team can be rectified and the test work by employees of Post CH Ltd can be continued on the next working day without losing any time. To guarantee the communication and coordination of work between Post CH Ltd and the applicant, the working hours of the team offered must partially overlap the time zone GMT + 1 (Swiss time). The overlap should last for at least three hours and must be in the time window of 7.30 a.m. to 5 p.m. Swiss time (GMT + 1). On-site availability at Swiss Post headquarters in Berne is expected within 72 hours (Monday to Friday). The Key Role Technical Leader, Scrum Master, Lead Dev/Architect and Business Analyst must meet the language requirements. The General Terms and Conditions must be accepted without reservation in accordance with the requirements catalogue. Changes and/or supplements to the General Terms and Conditions are not permitted; otherwise the offer in question will no longer be considered in further proceedings.

Grundsätzliche Anforderungen:

The client assigns orders for services in Switzerland only to providers who ensure they comply with occupational safety provisions, working conditions for employees and equal pay between men and women. The working conditions of the collective employment contracts and normal employment contracts will apply or, where these do not exist, the actual local/industry working conditions will apply. If the service is performed abroad, the provider must at least comply with the core convention of the International Labour Organization (ILO core convention) according to Annex 2a of the Ordinance on Public Procurement (VöB; SR 172.056.11).

Sonstige Angaben:

The applicant and/or provider may not claim any compensation for its tender application or any subsequent offer.

In principal, all applicants will be invited to submit a tender in accordance with the qualification criteria specified in section 3.7. However, Post CH Ltd reserves the right to limit the number of invitees to tender for reasons of efficiency and only permit a maximum of seven providers per lot.

Requirements for receiving the Tender Documents, stage 2: The documents will be issued in German and free of charge at www.simap.ch to applicants who have pre-qualified for submitting a tender.

Based on the outcome of the assessment during the detailed evaluation, Post CH Ltd and the providers who still have a real chance of being awarded a contract will carry out a Proof of Concept (PoC) for each lot. The PoC involves checking the provider’s qualification and verifying their fulfilment of the criteria listed in the requirements catalogue in accordance with the tender. The realisation of the PoC does not entitle Post CH AG to claim any financial compensation.

Post CH Ltd reserves the right to negotiate the tenders. Only those providers whose tenders have a genuine chance of being awarded a contract (pre-negotiation status) and that have fulfilled the suitability criteria in accordance with section 3.7 and the technical specifications in accordance with the requirements catalogue, will be invited to the final negotiations. Swiss Post therefore expressly urges providers to submit their best tender from the very start.

Only tenders that have been negotiated are included in the final evaluation and ranking for the contract award. Accordingly, during the final evaluation of the award criterion “Economic viability (prices)”, the tender awarded the maximum number of points is the tender which, at the end of negotiations, has the lowest price for the service in question compared with all other negotiated tenders.

Providers are asked to answer the questions for the requirements in the online DecisionAdvisor evaluation tool. Applications for access (username and password) to the DecisionAdvisor tool are to be made in accordance with the instructions published in Annex no. 04 on simap.ch.

Confidentiality obligation:
All documents are to be treated with utmost confidentiality. The documents may neither be copied nor disclosed to third parties in any form. Should it be necessary to disclose the documents to third parties for the purpose of submitting an offer, this strict duty of confidentiality must also be imposed on these third parties. In addition, the provider, its employees, and any subcontractors/subsuppliers, are required to maintain absolute silence about any information and facts they become aware of in the course of the present procurement process. This applies throughout the tender period and the term of a potential contract, as well as after termination of any such contract.

Should a company decide not to submit an offer, or should a contract not be concluded, all tender documentation of Post CH Ltd must be destroyed.
