Nagra, National Cooperative for the Disposal of Radioactive Waste
In order to investigate the geological underground for a nuclear waste disposal in Switzerland, Nagra executes field investigations. One important aspect is exploration boreholes (“Tiefbohrungen”; TBO). These TBO focus on obtaining long sections of core samples from the relevant geological formations and executing intensive geo- and petrophysical as well as geomechanical and hydrogeological measurements. With this tender, Nagra wants to purchase a software to record the testing activities and drilling operations during the TBO campaign. The bidder must agree to provide such software to Nagra, along with associated development services, hosting services and support and maintenance. The services are to be provided in 3 phases. Phase 1: test of an uncustomised version of the software. Phase 2: development of the software to meet Nagra's requirements, and hosted version of the software and licences. Phase 3: hosted software without addition of new data.

The proposed software has been previously used by at least one client.
S2 Minimum requirements for a software owned by the company:
The software has to cover the functional, non-functional and further functional requirements, as described in Document C.
S3 Availability of personnel:
The company has at least five staff members qualified for user support and software development.
The personnel will be fully and unrestrictedly available for the whole duration of the project.
Several working days on site at Nagra, in Wettingen, Switzerland are necessary.
User support has to be available 12/24h 5/7days, for the entire duration of the project.
S4 Minimal requirements for personnel:
At least two staff members have minimum one year experience in the development of the proposed software.
All proposed staff members have to be fluent in English.
The personnel is able to deliever software improvements every two weeks, if necessary.

Nagra assigns contracts only to companies that ensure compliance with the health and safety regulations for employees, as well as the wage equality for men and women (according to the Form ‘Company information’).
Nagra reserves its right to freely award further, similar tasks related to this basic contract (in accordance to the bid decree of Canton of Aargau § 8, Abs. 3, lit. i).

1. An appeal against this call for tender can be made within 10 days from its publication at the Administrative Court of Canton of Aargau, Obere Vorstadt 40, 5001 Aarau. The standstill of the deadlines according to civil procedure law does not apply.
2. The appeal has to be submitted in written form and must contain a motion and a justification. This includes:
a) the indication on how the Administrative Court should decide
b) and to demonstrate on which grounds this decision should be made
3. An appeal which does not comply with the requirements described under Points 1 and 2 will not be taken into consideration.
4. The contested tender should be specified, and all the possible evidence should be described and enclosed whenever possible. The objection has to be signed.
5. The contestant has to assume that a cost risk is associated with any objection: as a general rule, the losing party shall bear the procedural costs and, if applicable, the attorney fees of the adverse party.
